Weak nations have to make a show of all they do.
Strong nations merely stand aside and laugh.
Like ships that put to sea without a map or crew
or rulers without cabinet or staff
who try without their notes to voice a vacant view:
each speech a major diplomatic gaffe.
The U.S.A. now loudly threatens Quiet
as if its Noise alone can rule the Earth.
The truly powerful say, "OK, try it.
What you see as a surplus is a dearth:
a lack-of-power, pure starvation diet.
And you think this is what your Noise is worth?"
America and vassals loudly talk the talk
of War. Really too bad that they can't walk the walk.
